On 2 August 2007, at 3AM, Pol.Lt. Aniwat Thicharn, Pattaya, was informed that a tourist was injured due to an electrical short circuit at Bali Hai Pier, Pattaya. Police officers and Sawang Boriboon Rescue rushed to the scene of the accident.
At the scene, between Piers B and C, officials found the injured man, Mr. Prayong Gnamsa-ard (25), from Udonthani province, lying unconscious on the ground. His right palm had a burn mark. Rescuer tried pumping his heart but it didn’t help. They took him to the hospital immediately, but, sadly, it was too late.

Mr. Samphan Tae-bpho (32), a witness, said that he saw Mr. Prayong strolling along the pier during a drizzling rain and strong wind. He walked to Pier C which had a metal electric pole that provided spotlights. He touched the metal pole, on which electric cable was cut and taped, but not properly insulated. The metal pole carried the electricity, causing Mr. Prayong to become shocked. A loud crackling noise could be heard. Mr. Prayong was seriously injured. Unfortunately, rescuers could not save his life.

After the accident, Pattaya City hurriedly took away three electric spot light poles to avoid another accident. Many people commented about the bad supervision of Pattaya City authorities who have been careless about safety issues, which have resulted in injury and loss of life, such this accident caused by faulty wiring. This carelessness creates a bad impression of the Pattaya tourist industry, as Bali Hai Pier is one of the city’s tourist attractions.

Police officers took pictures of the accident for the record and will forward the information to Pattaya City regarding this unsafe situation, which must be resolved as quickly as possible.
