PATTAYA – September 30, 2012 [Pattaya Daily News]; at 4:30 a.m., a report of a vehicle killing a pedestrian on Second Pattaya Road was received by Pol. Lt. Col. Veeravuth Meelai, investigation officer, Pattaya police station. He rushed to inspect the scene with a police team and the rescue officers of the Sawangboribulthammasathan Pattaya foundation.

The incident occurred on Second Pattaya Road in front of the Tropicana Hotel, central Pattaya, Moo 9 Tambon Nong Preu, Amphur Banglamung.

At the scene, police found the body of a foreign man who appeared to be Asian, age approximately 35-40 years old. The man was lying face down in a pool of blood on the side of the road. His skull was fractured and he had broken arms and legs. He was wearing black shorts, a black wristwatch, and a gray long-sleeve shirt that had a 7-Eleven logo on the front.

About 20 meters from the body, police found a car license plate lying on the road, number TOR NOR-1689 Bangkok, and a Toyota car logo that had also fallen on the road, which they kept for evidence.

Police questioned Mr. Yanong Charum, the Tropicana hotel security guard. He told police that he had been working in front of the hotel during a heavy rainstorm, when suddenly he heard a loud noise of a car colliding with something. So he ran out to see and saw a blackToyota Fortuner SUV speeding away. Mr. Yanong then saw the victim lying on the street. He appeared to be already dead, so Mr. Yanong notified the police.

After their initial investigation, the police brought the witness to point out at the incident spot, and took photographs for evidence. Police speculated that the victim might be staying in the hotel near the accident. It appeared that the Asian man had been crossing the street, and got hit by the speeding Toyota SUV, probably because the driver had not seen him due to the heavy rain.

However, police have the evidence of the fallen license plate and will contact the car owner to be investigated, and prosecute further according to the law.
