Russian Tour Agency Rips Off American Tourists

Three American tourists reported to Pattaya police that a Russian-owned tour agency on Pratumnak Hill had scammed them. They had prepaid 10,500 baht for an overnight tour to Koh Chang island. But they were never picked up, and later told no such tour package was scheduled.

PATTAYA – February 17, 2013 [Pattaya Daily News]; At 10 p.m., three American tourists came to the Pattaya police station to complain about being scammed by a Pattaya tour agency.

The victims were identified as Mr. Viac Heslavm Akhmetor, age 62; and Mrs. Lyudmila Akhmetor, age 62, an American couple formerly of Latvia. They were visiting Pattaya with their elder sister; Mrs. Svetlana Latvijas Smite, age 66, nationality Latvian.

The victims brought documents that included the receipts of the prepaid hotel room of a tour package, which they had purchased for an overnight trip to Koh Chang island.

They showed the Pattya police investigation officer the name card of the tour agency, World of Chang Co., Ltd. with the passport of the owner identifying her as Mrs. Natalia Eleynikova, age 54, nationality Russian.

On January 28, the three Americans had gone to the World of Chang Co., Ltd., located in the same soi as Pattaya Park hotel on Khao Phratamnuk. They purchased a tour package for a 2-day trip to Koh Chang on February 11, which included an overnight stay at a hotel.

The three Americans were charged 3,500 THB per person, and prepaid the total amount of 10,500 THB to the salesperson, who gave them a “delivery of goods” document, similar to the real receipt.

On the morning of their tour, the victims made the phone call to the company to be picked up. But the person answering the phone said there was no tour package like what they were describing. The victims then tried to contact the tour agency’s Russian owner, but she did not answer their repeated phone calls.

The Americans returned to the place they bought the tour package, but still got the same answer that no such tour package was scheduled. So they decided to notify the police.
