Dr. Somnuek Jongmeewasin (Independent Academician) who is a representative of the people network that study an follow up the garbage problems, revealed that on November 18, 2014 there was an assembly (gathering) of local people from Chon Buri, Rayong, Chachoengsao, Prajeen Buri, Nakhon Na Yok, Sa Kaeo, Samut Prakan, Ratchaburi and Saraburi provinces that had been affected by managing garbage illegally and incorrectly. They had submitted a petition to the General Prayuth Jan-o-cha (Prime Minister) in order to ask for an opportunity to let the people sector to take part (participate) in managing garbage problem.

Recently (November 24, 2014), [Pattaya Daily News]; people from 8 provinces attended a multilateral meeting together with government sectors which consisted of 4 ministries as follows: Ministry of Natural Resources and Environment, Ministry of Industry, Ministry of Public Health and Ministry of Interior at Ministry of Natural Resources and Environment which Mr. Supoj Towijakchaikul (Permanent Secretary of Ministry of Natural Resources and Environment) was the chairman of a meeting together with Director-General and Deputy Director of Pollution Control Department, representatives from Department of Industrial Works, Public Health Department, Department of Local Administration and Department of Public Works and Town & Country Planning had attended a meeting.

The people sector had requested a national garbage management in accordance with a Pollution Control Department which in the past there were defects in several parts which caused problems in managing garbage problems. The government sector and relevant organizations still do not understand the problems so there is no integration or plan to manage the problems.

Dr. Somneuk said that these matters caused twofold problems in garbage management therefore the people sectors had proposed 4 policies for 4 ministries of government sectors as follows: 1. People sector requires to slow down the roadmap of national garbage management until there is an appropriate and explicit mechanism (movement) of integration to manage the garbage problem with an appropriate policy 2. People sector requires relevant government organizations to create a collaboration mechanism in planning to manage garbage with the police that can really solve the problems and will not affect to environment and the well-being of the community 3. People sector wants to participate in designing the garbage management plan at policy level and provincial level, respectively, together with all relevant government sectors and 4. People sector want to have a trial of using the designed plan in only one area first in order to be certain that such design plan can really solve the problem and will not affect the environment and the well-being of the community and if the designed plan turns out to be good enough then it will be expanded to manage the garbage problems in every area all over the country.
