Municipal Office Meeting

The members of the Security and Peace for Pattaya City, have called a meeting of the Pattaya Municipal Officials after its been discovered that the duty of the officers is still ambiguous. The Committee is preparing a document to emphasize this problem and to present it to Parliament, who will issue a Code of Law for the work to be performed by Municipal Officers.

   Mr. Sanit Boonmachai, the Parliament Member of Pattaya City and acting President of the Security and Peace of Pattaya, was the Chairman of the Municipal Officials meeting. The objective was to clearly state the role and responsibilities of the Municipal Officers.

   Mr. Sanit mentioned that in the past, the duties and responsibilities of Municipal Officials were very ambiguous and not clearly defined. Since, there have been complaints by the public on various problems in relation to the work of the Municipal Officials. The public became so dissatisfied with the job being done by officials; they often set up their own checkpoints and inspected people without the presence of the police. The Municipal Officials normally perform their duties without wearing their proper uniforms, this caused the public to doubt their power of authority and wonder whether they have the right to set up public checkpoints.

   One of the Municipal Officials representatives mentioned that according to the law, Municipal Officials do not play an important role, but they can perform their jobs according to the Security Act of 1992. He also said that the reason that Municipal Official could not perform their duty was because of Process of Judgment. He begged his superiors and the members to bring this matter to Parliament, in order to get a conclusion on the responsibility of the Municipal Officials.

   The meeting had discussed ways to ensure that the work and responsibility become more obvious. As for the law governing the work of the Municipal Officials, it is still unclear. A report on their performance and various problems must be made and presented to their highest superior. This matter will be further discussed with management of Pattaya City once again before it is sent to the Parliament to issue the code of law for the Municipal Office.
