Illicit Loan Gangs Arrested Again In Pattaya

Police and navy officers have been hunting an illicit loan gang after complaints from the public. The police then arrested two gangs who were originally one gang but split into two after the NCPO took over.

PATTAYA – July 21, 2014 [Pattaya Daily News];- at 11.00 am Mr.Sakchai Tang-Ho-chief district of Bang Lamung- was notified from people that they had been threatened to pay an interest rate over law limit by an illicit loan gang. The gang forced them to pay the 40,000 baht at Bang jak petrol station in Central Pattaya. Therefore he had ordered Mr.Prapan Pratumchompoo-deputy chief of security of Bang Lamung-, Mr.Jakkrit Booranakittipinyo-deputy chief of Bang Lamung- who led a team of officers and navy personal to the scene.

 

Upon arrival the loan gang had already fled the scene therefore Pol.Col.Pisit Proyroongroj-deputy commander of Chonburi and acting superintendent of Nong Prue police station- went to inspect a house in Tropical village, Nong Prue (district nearby Pattaya) where the police found Mrs Rattana Lamoonsil aged 40 with her daughter and son in law. Also the police arrested Mr.Somboon Panjan 52 year old and Mrs.Rattana when they returned home.

Upon inspecting Mr Mana (Pop) Makcharoen’s room and Mr.Kittipong (Tom) Chumpol’s room who were members of the loan gang, the officers found lots of loan cards, loan contracts and passbooks. Mr.Kittipong Chumpol and Mrs.Prasan Wangsiri’s passbook which had about 5 million baht in circulation.

 

Mr.Somboon told the police that Mr.Mana was the head of the gang and capitalist. Mr.Mana had hired Mr.Somboon and his family to look after the house and cook food for the 6 debt collectors for 8,000 baht per month but the 6 men never came back so its expected that they have already fled.

 
Mr.Sakchai Tang-Ho revealed that the gang had loaned money to people and they would collect 2 % per day or 60 % per month. If the debtors had no money to pay the debt, then the gang members would threaten them.

At 17.30 pm on 21st July, Mr.Sakchai Tang-Ho found out that the capitalist of the loan gang was living in a house in Chokchia village, Nong Prue (district nearby Pattaya). Therefore he had ordered Mr.Pongthasit Pijjanan and Mr.Prapan Pratumchompoo-deputy chief of security of Bang Lamung- and CAPT.Khompan Ouppalanon-director of news department of Sattahip navy base- to lead a team to inspect the house.

At the scene it was single house with one floor, the officers found Mr.Siriwattana Pumipeerapong aged 37 and Ms.Arissarawan Ngernyen 29 year old wife and house owner. The officers had inspected the house and they found loan contracts, customer account books, 11 mm. pistol, .32 mm pistol with ammunition, a truck which the debtor mortgaged them and 22 passbooks and each book contained around 1 million baht. Upon questioning Mr.Siriwattana he confessed that he used to work with the illicit loaner but he quit after the officers had started to clamp down on the gangs. Nowadays he just collected the debt from old customers. And this house was his sister house. He claimed that he was not rich and he also had 1 million baht of debt.

 

However the officers had arrested Mr.Siriwattana and took him to Nong Prue police station in order to prosecute him.
