Government slackers banned from Facebook and YouTube

Government workers under Thailand’s Ministry of Interior will be banned from using Facebook or YouTube during working hours. Government officials studying the workplace discovered that 80 percent of government workers were either on Facebook or downloading YouTube videos at work.

Mr. Pracha Terat, Deputy of Ministry of Interior, acting for the permanent secretary of Ministry of Interior, has sent letters about the banning of Facebook and YouTube to the provincial governors of every province in Thailand. The ban will affect hundreds of thousands of workers in various departments overseen by the Ministry of Interior.

On September 8, 2012, a further clarification of the ban was issued by Mr. Manrat Rattanasukhon, the Director of Information Technology and Communication Center, the office of permanent secretary of Ministry of Interior.

Mr. Manrat explained that the ban will be used only for government employees in the office of permanent secretary of Ministry of Interior. The ban will not apply to other divisions or government units, including the registering office.

The signal will be blocked from the main network of the Information Technology and Communication Center, because in the past the transmission bandwidth became so crowded with electronic information due to unauthorized social media usage.

His office has been studying workplace practices, and found that out of 100 government employee using the Internet, 80 workers were either using Facebook or downloading videos from YouTube. This clogged up the transmission capacity of the computer network, so the remaining 20 computers searching for government information were slowed down considerably, he said.

“Therefore, we have to block Facebook website because the employees used the government computers for personal purposes,” Mr. Manrat said. “It is not the violation of the personal rights of the government employees.”

Mr. Manrat said outside the workplace, the government employees are free to access the internet from their mobile phones or personal computers.
