At 2.20 AM, on August 5, Pol.Capt. Athaporn Glanruengsaeng, Deputy Drugs Suppression Officer, Pattaya, with a police team, planned a contact by phone to buy raw opium from a French tourist agent. Police agreed to pay 1,000 Baht for the drugs and made an appointment for delivery in front of a house on Thapraya Road. Police managed to arrest Mr. Alex Vandenbulcke (30), a French citizen, the agent, when he delivered the opium. Police confiscated a 2.6 gm. piece of raw opium (drug category # 2) and another 0.8 gm. pack of raw opium mixed with dry marijuana. The drugs were kept as evidence. The suspect had hidden the drugs in his black Prada-brand shoulder bag, which also contained a mobile phone that he used for drug selling communications.

During the investigation, Mr. Vandenbulcke pretended to be crazy, as if he was intoxicated with drugs. He confessed to buying the raw opium from a friend in Bangkok in order to consume and sell it to friends in Pattaya.

Police charged Mr. Vandenbulcke with illegally possessing drugs of category # 2 (raw opium) and category # 5 (marijuana) for sale
