Former Cop Sentenced To 20 Years For Drunken Shootings

A 29-year-old former police officer was sentenced to 19 years and 8 months in prison for shooting two Bangkok residents on Christmas Eve. His sentence had been reduced when he admitted his crime, saying that he was so drunk he was unaware of his actions.

BANGKOK – September 14, 2012 [Pattaya Daily News]: Former Pol. Maj. Serg. Thirayu Petcheeka, age 29, was sentenced to 19 years and 8 months in prison for shooting and seriously injuring two people.

The sentencing took place at the judge’s room number 803, criminal court, Ratchadapisek. The prosecutor for criminal case division 10 was the plaintiff who filed the case against Mr. Thirayu, a former police commander of the Protection Squad 2 for crowd control.

Mr. Thirayu was formally accused of attempting to murder other people, and carrying a weapon in the public or village without permission and necessary purpose. The defendant was found guilty on March 22, 2012. He was sentenced by the guidelines of criminal code 288, 37, violating the Firearms bill of 1945, code 8, bis/bis.

The drunken shootings had occurred on December 24, 2012. Shortly after midnight, Mr. Thirayu was driving in his Toyota pickup truck, armed with an automatic 9 mm Luger pistol.

At the Rama 5 Rd in Dusit, Bangkok, Mr. Thirayu shot his first victim, Mr. Suradech Sukthaworn. He later shot his second victim, Ms. Niphaporn Prasertsee, in the sub district of SuanJitlada in Dusit.

Police officers later arrested Mr. Thirayu at Songkla, seizing his vehicle and his gun. The defendant later confessed that while committing the shootings, he was drunk and not conscious of his actions.

The court considered the testimony and evidence with the confession, and found the defendant was guilty as charged. Mr. Thirayu was initially sentenced for the offense of attempted murder to 33 years 4 months, for acting against the firearms act, and sentenced an additional 1-year imprisonment for a total sentence of 34 years and 4 months.

However, the defendant pleaded guilty to reduce his sentence to 17 years and 2 months of imprisonment. Added to that sentence was a punishment for harming other people, of 2 years, 6 months, which the court had suspended for the execution of a judgment. The total sentencing time of Mr. Thirayu is 19 years and 8 months in prison.

After the sentence, Mr. Thirayu, who was brought from the special prison in Bangkok to appear before the judge, said he was satisfied with his sentence and did not plan to appeal.
