On 13 November 2007, at 2am, Deputy Inspector Police Captain Withaya Yuenyong of the Crime Suppression Police, Pattaya, was notified that a foreigner had sexually molested a Thai woman in front of the Bali Hai Plaza Shopping Center, near Bali Hai Pier, Moo 10, Banglamung. A police team rushed to the scene of the incident.
At the scene, near the Walking Street arch, going toward Bali Hai Shopping Center, Thai and foreign pub goers had rushed to the area following the incident at the lift entrance to the shopping center, which accesses the Mixx pub on the third floor. Miss Da (alias), a nineteen year old receptionist at the pub, who was in charge of distributing flyers advertising Mixx Pub, was the victim of the Russian’s loutish behavior. She and other receptionists, from the pub, were engaged in an argument with a group of Russian tourists. Miss Da asked the police to arrest Mr. Stefan (31), the inebriated Russian man, who had touched her quite inappropriately.

Miss Da explained to the police that while she was distributing flyers to customers at the car park, in front of the shopping center, near the lift, a group of five Russian men passed by. She greeted them and handed them some advertising flyers. Suddenly, Mr. Stefan, a member of the group, started hugging her and touching her in the most intimate places. She tried to push him away and screamed for help. She was quite mortified, as a number of her friends and bystanders witnessed what had happened. As Mr. Stefan didn’t seem at all remorseful about his rude behavior and refused to apologize, Miss Da felt she had no recourse but to seek help from the police.

After the police intervened, Mr. Stefan eventually realized that what he did was quite rude and apologized to Miss Da. He, also, “waied” her. The pub owner, police and immigration police were all on the scene and helped to diffuse the situation. Mr. Stefan gave Miss Da eight thousand baht as compensation for his loutish behavior toward her. He apologized, explaining that he was drunk and unaware of that his behavior was an affront to Thai culture and sensitivities.
