View Talay Vt7 – Pattaya Administration States Its Case

Pattaya mayor, Mr. Itthiphol Khunplume, held a press conference to defend Pattaya Administration’s handling of the construction of the controversial View Talay VT7 project.

Pattaya, 1 December 2010 (PDN): At 3:30 pm a press conference was held at city hall by Pattaya mayor Mr. Khunplume and Mr. Phichet Uthaiwatthananon, the director of the Engineering Office. On the agenda was the dispute between the Anti Global Warming Association (AGM) and the Pattaya Administration concerning the View Talay VT7 condominium on Dongtan Beach in Jomtien. Since its conception, VT7 has been shrouded in controversy and scandal.

Srisuwan Janya, the chairman of AGM, has filed a case at the Bangkok Administrative Court asking the government to cancel the project’s building license and demolish all parts of VT7 over 14 meters in height. They cite Thai law which bans the construction of buildings over 14 meters tall (about 6 stories) within 200 meters of the waterline. The front of VT7 is 30 meters from the water’s edge, and the whole of the VT7 project is within the 200 meter line. In addition, the Pattaya administration has been asked to retract the EIA study report submitted by the project’s developer.

Mr. Itthiphol informed the press that the Pattaya Administration had acted according to the law, in particular the Construction Act B.E. 2522. The environmental impact assessment had also been carried out in the correct manner. He said that there was some confusion as to the definitions in the Construction Act, especially those concerning MSL (the Mean Sea Level Standard, set by the Hydrographic department), and this may have caused some misunderstandings.

The Pattaya Mayor added that the Administrative Court in Rayong had already considered this case and judged that Pattaya Officials were innocent of any malpractice.
