US & Thai Coast Guard Complete CARRAT 2010 Training

The recently formed Royal Thai Coast Guard (less than 2 years old) is being grown by recruiting current Thai naval officers and crew to establish a mission similar to the Coast Guard of most allied countries. The Day starts at 04:00 with colors, breakfast, and cast off by the crew ready to get underway by 0730. CARRAT is designed to provide detailed and significant training to the Thai Coast Guard to that they may become better prepared to deal with various incidents that are likely to happen at sea.

Pattaya, the 25th of May 2010 [Pattaya Daily News]T: There were three separate exercises included in this years CARRAT operations, the 1st; locate an object (Life Ring) placed in the water by our crew and coordinates given to SAR command to send out an UAV (unmanned air vehicle) similar   to a small remote controlled model airplane, in this case the camera systems were not working properly and the UAV had to return back to shore. The backup plan was to give approximate coordinates to a Rescue Vessel launched from shore, and once they understood the correct coordinates from their Royal Thai Navy counterparts aboard our ship they found it (the flotation ring) in 5 minutes.

The 2nd exercise involved training the Thai Coast Guard how to board vessels properly in even the worst of conditions, we took on 3 parties of 5 Thai Navy crew members to conduct daylight onboard search using various scenarios. The first was  a distress call made from a merchant vessel indicating, one crew member trying to hijack the boat in an isolation cabin. The  second scenario was they picked up a man overboard who is acting suspicious. The third scenario was that the ship was taken over by pirates and the crew put out a distress signal to be rescued before the pirates knew. Dressed in law enforcement gear given by the US Coast Guard each one of the missions was accomplished successfully by the new Thai Coast Guard members.

The 3rd exercise was a nighttime boarding training scenario were someone had reported that there were drugs seen being brought aboard by a rescued person from a life raft. So the scenario was completely dark in unfamiliar territory to the new Thai Coast Guard but they found the contraband and successfully apprehended the man to take him back to the ship for legal proceedings.

A reception was held on Tuesday night to conclude the operations between the Royal Thai Navy and US ships participating in CARAT 2010 exercises who will now set off for 3 more 2010 CARAT exercises starting in Indonesia during June.
