Ukrainian Bike Thief / Extorter Arrested

A Ukrainian man has been arrested for stealing a Russian tourist’s motorbike, and then attempting to sell it back to him for 15,000 THB.

SURAT THANI – March 11, 2014 [Pattaya Daily News]; at 1.00 p.m. at Bor Phood police station, Amphur Koh Samui, Surat Thani Province, Pol.Gen. Wuth Liptaphallop (Consultant), Pol.Lt.Gen. Panya Mamen (Commission), Pol.Maj.Gen. Kiettisak Khao-sam-ang (Commander of Surat Thani Provincial Police Station) made a statement regarding the arrest of Mr. Roman Kowal, aged 37, a Ukrainian national.

Pol.Col. Sathit Phrom-uthai (Superintendent of Bor Phood police station) and Pol.Lt.Col. Phaithoon Krajajarng (Deputy Superintendent) planned the arrest of the defendant at Bor Phood market, Moo 1 Tambon Bor Phood, Amphur Koh Samui, for stealing a black and red Honda motorbike, license number Kor Jor Lor-571 Surat Thani, which he had stolen from Mr. Vadin Chevikov, aged 27, a Russian national. Mr. Vadin notified the police that said motorbike had been stolen from his house in the Chaweng Beach area. The victim was then contacted by the Ukrainian, in order to return the motorbike for 15,000THB.

They made an appointment to meet at Bor Phood market to do the trade. Mr Kowal liaised with the police, whereupon they seized and arrested the thief. The police then went to the defendant’s residence, where they found a bag of dried marijuana and a red Honda Click, license number Khor Bor Chor-360 Surat Thani, which was hidden behind the property.

On further inspection, the officers found this bike had also been stolen from a tourist, and belonged to a motorbike rental shop in the Surat Thani province. The defendant confessed that he had come to Koh Samui Island but he had stayed for so long that he had run out of money. He had then turned to stealing bikes from tourists, and then in effect, selling them back to them. Somehow he had managed to get the contact details for each bike renter, which enabled him to phone and extort money. He had been successful 4 or 5 times previously, because none of the tourists had bothered to involve the police force.
