Thailand Prisons Bursting at the Seams

Thailand’s 145 prisons are facing a serious overcrowding crisis. There are now 200,000 inmates, 60% of whom are incarcerated on drugs offenses.

           For each prison the most crowded time is at night when the prisoners have to share the cells. Normally one cell houses 105 prisoners but now this number has been doubled. They have to sleep crammed next to each other with hardly any room to move, and some prisons have resorted to building a second floor in the cells to temporarily alleviate the problem. 

            The number of prison staff has not increased in tact and whereas normally one officer would control 5 prisoners, at nighttime this increases to 200. 

            The Department of Corrections is having to transfer some prisoners to different provincial prisons to reduce the problem. 

            Sentencing policy in the Thai courts, particularly for drugs offenses, has given Thailand the 4th highest prison population in Asia. To tackle this ongoing crisis the courts may have to resort to the use of more non-custodial sentencing.
