Rapist Belgian Stepdad Caught By Pattaya Cops

Police arrested a 42-year-old Belgian man who came to lay low in Thailand after being convicted in Belgium of raping his stepdaughter from age 12 to 17. He was found later by Pattay police in the house of a 35-year-old Thai woman. After his arrest, he admitted to police that he had raped his stepdaughter.

CHONBURI – February 13, 2013 [Pattaya Daily News]; At 4 p.m., the arrest of a Belgian fugitive wanted for the rape of his stepdaughter in Belgium was announced by Pol. Lt. Col. Ratcahpong Tiasud, the vice director of Immigration Bureau, Chonburi; Pol. Capt. Piyawut Kurukarnkosol; Pol. Capt. Thanadit Khueanchamnarn, vice inspector of Immigration Bureau; female Pol. Sen. Serg. Maj. Nataya Plengdee; and Pol. Sen. Serg. Maj. Wisit Sangdang, squad leader of Immigration Police.

The police investigation and arrest was a coordinated effort with the international police from Belgium, who notified the Thai police to assist in the capture of the fugitive suspect, identified as Mr. Patrick Frederic Dany Oepen, age 42, nationality Belgian.

Mr. Patrick was convicted in Belgium court of raping his stepdaughter from the ages of 12-17, and had been sentenced to 8 years in prison. The Belgium police recently discovered that the suspect had escaped to Pattaya. So they asked the Thailand police to arrest the suspect and send him back to Belgium immediately.

The Pattaya police began investigating, and found the Belgian was living at the house number 75, moo 12, Nongprue, Banglamung, Chonburi. An arrest warrant was quickly obtained.

Police went to the house, and discovered he was sleeping with a Thai woman, age 35, in the house. The police showed the warrant and detained the suspect to question at the Immigration Bureau. They also seized his Belgian passport.

After his arrest, Mr. Patrick confessed to being the same person wanted by the Belgium authorities for beating and raping his stepdaughter for 5 years. The beatings and rapes occurred from December 5, 2003 to March 1, 2008, when the girl was between 12-17 years old.

After he was convicted and sentenced, he fled Belgium and escaped to lay low in Phuket. He then moved many times, until he got arrested in Pattaya.

According to police, the suspect last entered the Kingdom using a tourist visa on February 2012, at the Sadao Songkhla border. The visa allowed the fugitive Belgian to stay in Thailand until April 14, 2012. Then he had filed to stay longer to February 9, 2013, but got arrested.
