Pattaya Reminds Operators About Regulations On Building Examination

Public Works Department and Pattaya city had asked for collaboration from entrepreneurs in hotels, condominiums, apartments or even shop-houses to follow through the ministerial regulations on building examination in order to provide safety measures for lives and properties of the residents.

On 29 November 2007, at Pattaya city hall, Mr.Niran Watanasartsathorn, Mayor of Pattaya city, chaired the meeting about the ministerial regulations on building examination together with Army Lieutenant Warodom Sujaritkul, Chairman of Building Examination Federation, professional TYPEer, construction and city plan authority of Chonburi province. There were many operators joining to listen to the ministerial regulations.

Mr. Niran Watanasartsathorn, declared that there are many high-rise buildings in Pattaya city that have been operated as hotels, condominiums, apartments and companies. So that the business operators have to follow through the ministerial regulations on building examination in order to prevent any accident that might occur. It is a correctness to provide safety measures for the people and tourists who stay in the buildings.

Army Lieutenant Warodom said that according to Building Control Act, Section 3, part 2, has specified that building owners must find building examiners for a physical safety check and report the result to local authority within December 29th, 2007. Ignoring the regulations can mean three months’ jail, a fine of Bt 60,000 or both jail and fine. A daily additional fine of Bt 10,000 is added until it is complied. Therefore, building owners who are in the scope of having their building examined, must process the building examination according to ministerial regulations.

Besides, Mr. Anawat Buraphachon, professional TYPEer, construction and city plan authority of Chonburi province, added that, for the moment, both Building Control Act of 1979 and revision (No 3) of 2000, Act 32, part 2, have become effective. In order to comply with ministerial regulations, building owners, proprietor and Condominium juristic person, have to hire an examiner who has been registered with construction and city plan office of Chonburi province to inspect the matters as follows:- 

1. Examine the building and it’s equipments once a year.
2. Examine thoroughly every five years.
3. Submit the result of examination to local authority.
4. After report was investigated and approved, the authority issued a certificate R. 1 to building owner.
    The certificate R. 1 must be visibly placed at the building.

Buildings that need to have an TYPEering examiner or architecture examiner, according to Act 32, part 2, are buildings that are special large, Community buildings, Theaters, Hotels, according to hotel regulations that has more than 80 rooms.

Entertainment venues with a floor area of more than 200 sqm, Condominiums or Community buildings with more than 2,000 sqm, Factories with a floor area of more than 5,000 sqm, Billboards more than 15 meters high or more than 50 sqm in area or Billboards that was installed on the roof top or roof-deck more than 25 sqm in area.

“Business operators such as: Condominiums, Apartments or Shop-houses, must follow through the Ministerial Regulation in order to provide safety measures for lives and properties for the residents” Mr. Anawat said.
