Phrae, the 5th of July 2010 [Pattaya Daily News]: The middle-aged man was found by investigative reporters, naked in a disused barn in Den Chai, Phrae province. Secured by a chain, which was bolted to the floor, the man had nothing more than an old blanket a water bowl and an empty food dish as possessions.

Investigations with the owner of the property, Mrs. Srirat Luekchai [46], found that the man was Mr. Tha Kaenkaew [58], the woman’s uncle. She explained that her uncle was mentally ill and had been chained in the barn for approximately 16 years.

Allegedly, all attempts to gain assistance from the Thai government or health department had been refused due to Mr. Kaenkaew not possessing an identification card or passport, leaving the family with little choice but to lock him up and take care of him in this inhumane way.

Mrs. Luekchai explained that Mr. Kaenkaew’s parents and siblings had all passed away leaving only her to take care of him. She also revealed that her husband had left her over constant arguments regarding Mr. Kaenkaew, with her two children also having moved from the family home.

Because she was now the sole carer of her sick uncle, she has been unable to find full-time employment and is struggling to provide food for both her uncle and herself. Only recently has the Somdet Yuppharet Den Chai Hosptial begun giving Mrs. Luekchai some sedative medication to help with her uncle’s condition.

Anyone who is willing to assist in this tragic situation in any way is urged to contact Mrs. Srirat Luekchai on: 080-132-1917 (mobile).
