Map Ta Phut to be Designated Pollution Control Zone: Court

RAYONG, March 3 - The Rayong Administrative Court in Thailand's eastern seaboard ruled on Tuesday that Office of the National Environment Board must announce all areas near and in Map Ta Phut municipality as pollution control zones within 60 days of the court's order.

The verdict followed a lawsuit filed against the National Environment Board by Map Ta Phut Municipality residents, who claimed that the National Environment Board was negligent in not announcing the Map Ta Phut Municipality and vicinity, heavily affected by serious environmental problems, as “pollution control zones” in order to control, reduce and eliminate toxic waste, as directed in the National Environment Quality Act.

The Court considered the case following the reports of Pollution Control Department and related academic studies. All documents indicated the pollution levels in the area where the sprawling Map Ta Phut Industrial Estate is located affects the quality of the environment and is dangerous to the health of its residents.

Meanwhile, the quality of sea water at the Payoon Beach shoreline near the Asia Industrial Estate in Rayong’s Ban Chang district was also found contaminated with bacteria and iron exceeding safety limits.

The pollution control zones will cover Map Ta Phut municipality, including Nernpra, Mabkha and Tabma sub-districts in the Rayong provincial seat and Ban Chang district.

People’s Network of the East coordinator Suthi Atchasai hailed the court order as the first step of success and said the group would continue fighting pollution.

Rayong residents and those in nearby communities have faced health risks for over 20 years due to pollution from industrial estates in the province.

So far, Thailand’s National Environment Board Office has announced pollution control zones in 17 areas of 12 provinces. (TNA)
