BANGKOK – January 17, 2013 [Pattaya Daily News]; a press conference was held at the Anti-Human Trafficking Division ( ANTD) to announce the arrests of a young couple for drug and underage prostitution charges. The announcement was made by Pol. Maj. Gen. Chawalit Sawangpuech, commander of the ANTD; and Pol. Col. Chittapop Toemuean, director of squad 1, ANTD.

The male suspect was identified as Pvt. Nopporn Klinphaka or Prae, 25 years old, of the Royal Thai Air Force. His 19-year-old pregnant wife was also arrested. The couple was arrested in front of a hotel in soi Lardpraw 8, Khang Lardyao, Khet Lardpraw.

Police seized the evidence of 0.53 grams of meth “ice,” a set of ice-using equipment, and a cellphone. Maj. Gen. Chavalit said a prior investigation by detectives revealed that the couple was dealing drugs and selling a child prostitute.

So the police sent an undercover agent to buy a bag of “ice” for 2,500 baht, and also to buy a girl for 2,700 baht. The agent made an appointment with the couple to meet in the hotel room to receive the ice and have sex with the girl prostitute.

When the time came, the suspect couple brought the drugs, along with “Ms. A” (alias), a 14-year-old girl. Police officers then showed their identities and arrested the couple. Both of them pleaded guilty to drug trafficking. They told police that they had only been selling ice for a short while. They received the drugs from a dealer nicknamed “Boy,” and they did not know his real name.

The couple told police that Ms. A was their acquaintance, and they had helped to look after her, after she had been disowned by her parents. Ms. A lived with her boyfriend, but when they did not have money, they would beg the couple to help them to find clients for Ms. A, so she could prostitute herself.

The couple would then find clients for Ms. A, and collect 2,700 baht from the client. Ms. A would be paid 1,000 baht from that amount, after having sex with the client. The couple told police that they were also pimping for another girl, but had only done it a total of three times so far.

The male suspect had been arrested in 2005, and was sentenced to prison for 1 year and 6 months. Then in 2011, he had been conscripted to the military service, until he escaped and committed this crime and got arrested. As for the suspect’s wife, she had been arrested twice on drug charges.

The couple will be charged with human trafficking and finding benefit for selling a prostitute under 15 years old, and also for selling a Type-1 drug (meth ice).

Maj. Gen. Chavalit said that the majority of underage girls who became prostitutes had family problems, or their parents had split up, or they were runaways.

He urged all parents to take care of their children, especially teenagers, because they were in the turning points of their lives. Parents must help prevent their alienated children from becoming prostitutes to deal with their confusion and pain, he said.

As for Ms. A, the police sent her to the Social and Human Security Development Ministry to protect and help her recover her mental health.
