The over 6.5 billion baht development spans over 3 provinces, including, Chon-Buri Samnakaton and Rayong. The length of the highway is over 47km of 4 lane roadway. Prior to the commencement of construction almost 14 million baht was spent on an environmental, economic and financial impact and feasibility study to determine the viability of the scheme. At the conclusion of the assessment the construction was organised into 4 development stages, as follows;

Phase 1-2: Due to be completed this month, by the Sahawitsawa Korsang Ltd. construction company, this stretch of the highway runs from Chon-Buri to the 42 km mark of the existing road, in front of the Pattaya International School. The highway is a 4 lane construction with 8 U-turn overpasses and lighting along the entire stretch of road.

Phase 3-4: Under construction since January 2006, by the Naowarat Phattanakan and Kitrungruang Korsang construction companies, the highway continues from the 42km mark until the intersection with Sukhumvit Road between Central and North Pattaya. At two points along this section of the road there are on and off ramps connecting the new highway with the Waste Water Treatment Facility and Chaipornvithee Road in Pattaya. This section of the Highway has had constructions delayed several times in the past 4 years due to land acquisition issues and negotiations with local residents of the area.

The construction of the overpass and on ramp connection west and east bound lanes of Sukhumvit Road to the new Highway has nearly been completed and is expected to be finished prior to the end of the month, in preparation for the Pattaya International Music Festival.

The projects completion is expected to significantly reduce traffic congestion on both the Sukhumvit Road and the Pattaya Local Roads of the area. Logistical operations between Bangkok and Rayong will be improved; this route encompassing the Suvarnabhumi International Airport, Laem Chabang Port Facility and Map Ta Prut industrial estate.
