District Officers Involved In Navy Discharge Fraud

The Chief of Navy Education Command ordered his officers to hunt for the seamen that had escaped after they bribed officers for their freedom. Over a thousand seamen had escaped.

SATTAHIP – March 3, 2014 [Pattaya Daily News]; Seaman Prajak Thongsai, aged 27, who lives at house no. 73 Moo 6 Tambon Khusod, Amphur Sisaket, Sisaket Province, who graduated with a Bachelor Degree of Education, Major in Mathematics, GPA. 3.66, from Bansomdejchaopraya Rajabhat University, had reported to Captain Niwat Ha- charoen (Commander of The New Navy Training Center, Navy Education Command, Tambon Bang Sarey, Amphur Sattahip, Chonburi province) was presented with an arrest warrant no. 758/2556 in the name of His Majesty, the King, of the military court no. 14 dated November 23, 2013 in the allegation of escaping from military service which has the statutory period of 10 years.

Later on Captain Niwat Ha-charoen assigned Captain Phassaworn Leksoonthrakorn (Deputy Commander) and Lieutenant Wichian Dueankhao (act for the Staff Judge Advocate of the New Navy Training Center) investigated Seaman Prajak Thongsai. Initially, Seaman Prajak Thongsai said that he received a conscription notice from Mueang Sisaket District Office to present himself with the conscript on February 1, 2011 at 7.00 a.m. He asked Mrs. Jaew Thongsai (his mother) to find out about the appointment with the registrar of Mueang Sisaket District Office. The registrar asked his mother about the occupation of Seaman Prajak so she said that her son was a teacher so the registrar asked Mrs. Jaew whether she wanted her son to continue being a teacher and didn’t have to pay. But the registrar asked for 50,000THB so Mrs. Jaew negotiated only 30,000 THB and Seaman Prajak made an appointment to pay cash to Lt.Col.
Choomphol Anchanphati (the registrar) at the rice and curry bistro beside Mueang Sisaket District Office.

Seaman Prajak revealed that on the morning of February 1, 2011 he presented himself and signed on in order to get onto the back of the recruits truck but Lt.Col. Choomphol Anchanphati (the registrar) told him to hide in the toilet and when the navy truck departed from the district office he could go back to be the secondary school in Dech Udom school, Tambon Dech Udom, Amphur Dech Udom, Ubon Ratchathani. The paper work for his so called discharge would then be processed so it looked like he had been discharged and not paid a bribe.
