Death Penalty of Releasing Hot-Air Balloons, Ignition of Fireworks and Big Fire Crackers

Thai authorities strictly regulate the release of hot-air balloons and ignition of fireworks and big fire crackers. If anybody violates this regulation and continues to release hot-air balloons or ignite fireworks and big fire crackers beyond the specified period of time or festival and as a result cause aircrafts potential danger, possibly imminent deaths then the violators will be punished with the death penalty or get life imprisonment or imprisonment for 5 – 10 years.

THAILAND – January 3,2015 [Pattaya Daily News]; Gp.Capt. Wisut Janthana [Director of Chiang Mai airport, Airports of Thailand Public Company Limited (AOT)] said about the case where a hot-air balloon flew into an airscrew of Bangok Airways flight, in which a hot-air balloon was stuck inside the second engine on the right side of aircraft. This happened as the aircraft was landing to an aircraft stand (bay, pit) fortunately nobody was injured. Initially, an aircraft was not found any damage but it has to be inspected in detail again for safety.

 

Mr. Somchai Phiphutthawat (Director of Department of Civil Aviation) said that now he is preparing to sign an MOU agreement with related organizations about the way of practice in the releasing of hot-air balloons and ignition of fireworks and big fire crackers in order to stop this very high risk of danger towards the flying of aircraft. However, Department of Civil Aviation has already been so strict with the release of hot-air balloons, however, there are still so many violations occurring. If there is an agreement of Memorandum of Understanding (MOU) with all related parties, the violations will be reduced and ultimately ceased althogether. An MOU agreement will define the time frame clearly to prevent any harmful effect with aviation (the flying of aircrafts) because if there is any accident, it will potentially cause loss of lives.

 

For the standard specification of the hot-air balloons is that they must have volume not over 1 cubic meter, diameter not over 90 centimeter, height not over 140 centimeter, weight not over 55 gram and they must be made of natural materials with 2 wires no. 24 that have length not over 30 centimeters and have duration of fuel burning not over 8 minutes.

 

Mr. Worradech Harnprasert (Deputy of Ministry of Transport) said that the Ministry of Transport will form the collaboration group and command to each area to operate seriously with offenders or violators which he believes that if there is the strictness (rigorousness) about this issue, it will be able to decrease various dangers and it must be defined clearly about the time frame of releasing hot-air balloons and ignition of fireworks and big fire crackers. Therefore, the release of hot-air balloons and ignition of fireworks and big fire crackers that are not related with any local traditions may be defined as the prohibition.

 

The offense of releasing hot-air balloons and ignition of fireworks and big fire crackers in area nearby the airports has punishment of death penalty or life imprisonment or imprison for 5 – 10 years because these activities are regarded by law as they are the critical public danger that take place with aircrafts.
