Cambodian Thug Caught Strong-Arming Countrymen

A 30-year-old Cambodian crewman was arrested for using a gun to threaten immigrant newcomers into paying him protection money. He entered Thailand illegally 18 years ago and has been working on Samaesarn fishing boats ever since.

SATTAHIP – September 28, 2012 [Pattaya Daily News]: at 3:30 a.m., the arrest of a Cambodian fishing crewman for extortion was announced by Pol. Col. Chanawat Nawalak, the director of Sattahip police station; with Pol. Col. Prakorp Sangpring, vice director of suppression division; Pol. Lt. Col.Nipong Pomsanam, vice director of the detective division; Pol. Lt. Col. Thapanat Chayanapat, detective inspector; Pol.Maj.Capt. Ruaysap Rakitsara, supervisor of the Samaesarn security box; and the detective force.

The suspect was identified as Mr. Tle, age 30, nationality Cambodian. Police charged him with illegal asylum seeking, illegal gun weapon possession, and carrying a gun in a public area without permission. Mr. Tle was arrested at the Sin Roong Fa fish bridge, moo 3, Samaesarn, Sattahip. Police officers seized a home-made .38 caliber Thai pistol.

The suspect’s arrest resulted after Sattahip police had received complaints about Mr. Tle from residents, fishermen and immigrant boat crews in Samaesarn. The victims said Mr. Tle had carried the gun to show others that he was influential.

Mr. Tle also threatened people, and charged them “protection fees.” He said that if they did not pay him, they would be hurt. So after hearing the complaints, the police went to arrest Mr. Tle while he was trying to escape.

During questioning, Mr.Tle testified that he had crossed the Cambodian border into Thailand 18 years ago, and sought asylum in Aranyaprahet. He has worked as a boat crewmember in Samaesarn since then. So he got to know his Thai neighbors, the other fishing crewmembers and immigrant laborers in Samaesarn quite well.

Immigrant newcomers were afraid of him, especially after Mr. Tle bought a gun from Thai teenager in the neighborhood. Mr. Tle said he bought the gun to protect himself, and also to charge “protection fees” to newcomers. So he began extorting money until he was finally arrested.
