Busted: Notorious Drug Lord Operating from Rayong Prison

Sattahip narcotics officers announced the successful apprehension of a detailed network of drug dealers that have been found operating via orders given by a notorious drug lord currently incarcerated at the Rayong Prison.

Sattahip, the 4th of June 2010 [Pattaya Daily News]: In a joint investigation involving Sattahip Marshalls and the Overcome Drug Addiction Center of the Sattahip Naval Base, officers uncovered an intricate narcotics network operating along the entire length of the Eastern Seaboard.

Initially officers, investigating narcotics operations in Sattahip, arrested Mr. Wiset Bahama [45], owner of the Mae Bo Karaoke Bar near Tesco-Lotus supermarket in Sattahip. Mr. Bahama was thought to be soliciting an illegal drug dealing operation out of his entertainment venue. He was arrested and charged for drug use after a positive urine sample was obtained by officers.

Under interrogation Mr. Bahama confessed that he had been regularly using and distributing small quantities of a class-1 restricted drug, known as Ya-Ba. Assisting officers, Mr. Bahama revealed that he had purchased the drug regularly from Mr. Wimon Khadwilab [31] who was renting a room at an unnamed hotel in Rayong.

Seizing an opportunity to make further arrests on a larger drug dealing network, officers conducted a sting operation on Mr. Khadwilab. Officers ordered Mr. Bahama to instigate a deal with Mr. Khadwilab for the purchase of some 200 pills of Ya-Ba at a cost of Bt27,000. When Mr. Khadwilab and two other members of the gang arrived to deliver the drugs, at the Mae Bo Karaoke Bar, officers swooped arresting the trio and charging them for distribution and possession of a class-1 restricted drug.

During interrogations Mr. Khadwilab explained to police that he was an employee (drug runner) for a major drug dealer, known to police as Mr. Jiab, currently incarcerated within the Rayong Prison. Mr. Khadwilab informed police that he would regularly call Mr. Jiab to arrange for drugs to be delivered which he would then distribute to various locations along the Eastern Seaboard. For the sale of 2,000 (10 bags) of Ya-Ba Mr. Khadwilab would receive Bt20,000. Accordingly any money received from the sale of the drugs would be transferred into the accounts of Mr. Jiab’s sister Mrs. Sunee Suklek.

Officers, striking a deal to mitigate the offences Mr. Khadwilab is facing, conducted another sting operation. Mr. Khadwilab was ordered to call Mr. Jiab and arranged for 1,000 pills of Ya-Ba to be left in front of Swan Lake in Phlutaluang, a regular location that the deals would be made. Officers then swooped to arrest Mr. Saroj Thamjarern [37] when he arrived to deliver the Ya-Ba to Mr. Khadwilab at the aforementioned location. Mr. Thamjarern was arrested and charged will distribution and possession of a class-1 restricted drug.

Mr. Thamjarern explained to police that he was primarily a delivery man for Mr. Jiab’s drug network, who controlled the operations from prison with the use of a mobile telephone. He stated that he would regularly receive calls from Mr. Jiab authorising a delivery of Ya-Ba to a prearranged location, generally in the Rayong area.

Local police and Narcotics officers are now in contact with the Rayong governor and the Rayong Prison to determine the extent of Mr. Jiab’s operations and his involvement from within prison. Police have speculated that there may be some involvement by correctional officers who are allowing Mr. Jiab access or possession of a mobile phone whilst incarcerated.
