Bali Hai Officer Bullied By ‘Pattaya Mafia’ Bruiser

A YouTube video, titled “Pattaya Mafia,” shows a man assaulting a security officer at Bali Hai pier in view of tourist buses. The man had blocked traffic by making a U-turn while towing his boat, and got mad when the officer took photos for evidence.

PATTAYA – May 2,2013 [Pattaya Daily News]; Someone posted a video clip on YouTube showing a 25-year-old Pattaya municipal officer being struck and scolded by a man in his 50s, and also threatened by the man’s daughter.

The pair were angry that the security officer had used a cellphone to record the man blocking traffic at Bali Hai pier with his pickup truck. They demanded that he erase the incriminating footage, and the officer complied.

The YouTube footage was apparently recorded by security cameras around the officer’s sentry box. It shows the suspect’s pickup truck parked in front, a golden bronze Nissan truck with a siren light on the roof of the cab.

Then a Thai man, age approximately 50, goes into the sentry box and angrily drags the uniformed officer out of the sentry box. He then slaps his face violently, while scolding him in full view of tourists and other people.

The incident occurred at the Thapphraya sentry box 2310 at the point of Laem Balihai port, south Pattaya, Moo 10 Tambon Nong Preu, Amphur Banglamung, Chonburi province.

Later, a reporter went to interview the victim about the YouTube video clip. The victim was identified as Mr. Anurat Chanphaibul, age 25, officer of special duty, Thapphraya. Mr. Anurat told the reporter that the incident shown on the clip occurred on April 26.

The incident began when the radio communication dispatcher of Thapphraya urgently informed Mr. Anurat that there was a traffic jam at Laem Balihai, and why was there no security officer at the scene?

So Mr. Anurat hurried to inspect the scene and found that there was a heavy traffic jam. So he used his mobile phone to take photos of the traffic jam, to send the pictures to the center as part of his duty.

Shortly after that, the trouble maker attacked to beat him, identified as Mr. Pradit Boonmachai, age 53, the owner of a speedboat named “Song Pheenong.” Mr. Pradit had been driving his pickup truck, and opened the siren light on the roof, while towing his big speedboat the wrong way into the opposite direction to the oncoming tourists buses, causing the traffic jam.

After Mr. Anurat went out to clear the problem of traffic jam, the daughter of Mr. Pradit came in his office to ask to see his mobile phone, and threatened that if he didn’t let her see his mobile phone, then he will be in trouble.
So Mr. Anurat let her see his mobile phone. But while he had already deleted the video clip of traffic jam, there was still another video clip left in his mobile phone that showed Mr. Pradit towing his speedboat.

The daughter of Mr. Pradit deleted this video clip immediately and then scolded him. So Mr. Anurat tried to explain that his video clip didn’t intentionally target Mr. Pradit’s pickup truck, but as part of his job he took photos of all the events of the traffic jam, by the orders of the command center.

After taking the photos, Mr. Anurat went into his sentry box. But suddenly Mr. Pradit drove his pickup truck to park in front of the sentry box, and then opened the office door to pull him outside and slap his face violently one time.

Meanwhile, 3 female officers of Pattaya tourism who were in the sentry box used their mobile phone to record the video clip of the incident. But Mr. Pradit scolded and threatened them, and ordered them to delete the video clip. The 3 female officers were afraid of being beaten, so they deleted the video clip.

Then people came to forbid Mr. Pradit from making more trouble. So he got back in his pickup truck and drove away from the scene as if nothing had happened.

After incident occurred, Mr. Anurat reported it to the command center, and made the phone call to tell his father. His father came, and when he located the troublemaker, he slapped the face of Mr. Pradit. Then more than 10 subordinates of Mr. Pradit came to beat Mr. Anurat’s father in retaliation.

But the Thapphraya municipal car arrived at the scene, and the officers forbid Mr. Pradit and his subordinates from beating his father, and let his father get in his car. But Mr. Pradit didn’t consent for the officers and his father to leave, so he drove his tractor for towing the big boat to park to obstruct the car of the officers.

Mr. Anurat hurried to notify the police of Pattaya police station to come to stop the incident. Then the police came to negotiate, and let the 2 sides give testimony at Pattaya police station.

After Mr. Anurat notified his boss that he was beaten, his boss let him transfer from the sentry box of Laem Balihai port to work in the command center. However, Mr. Anurat wants to prosecute Mr. Pradit as much as possible, because he was beaten while carrying out his official duty.

If he lets this assault go unpunished, it may occur again with the other officers doing their duty in the sentry box.
