PATTAYA – February 12, 2013 [Pattaya Daily News]; Mr. Ronakit Ekasing, the Deputy Mayor of Pattaya city, summoned the three men shown fighting at the Bali Hai pier on a YouTube clip. Also at the meeting was the head of the Municipality Authorities Department.

Two of the combatants were city municipal officers, identified as Mr. Cherdsit Boonliang; and Mr. Nattapong Buddhasuwarn. The civilian man who battled them was identified as Mr. Tanongsak Pisit, 30 years old.

The Deputy Mayor said he had summoned the rivals to investigate and negotiate for the case, because as the deputy mayor, he has responsibility of the city’s municipality authorities department.

Mr. Ronakit told the three men that he had watched the video clip, and accepted that it should not have happened. Mr. Tanongsak, the man who was punched and kicked in the video clip by the officers, and then started fighting back, described what caused the fight.

On February 9, at about 2 p.m., Mr. Tanongsak had ridden his motorcycle to park at the roadside, and started to walk to the pier. He noticed the pickup truck with the two municipal officers was reversing backwards. Then he heard a “bang” sound. He turned back to look, and saw that the pickup truck’s rear end had hit his motorcycle. He walked back to examine his motorcycle, but saw that it had only minor damage so he did not think it was a big deal.

However, the two municipal officers in the pickup just looked back and saw him and his motorcycle, and then started to drive away. So Mr. Tanongsak shouted after them, “Why don’t you apologize to me?”

So the two men stopped and got out of the truck, looking like they were pissed off. So they got into a quarrel, and then he got beaten. Mr. Tanongsak said he did not care to notify the police afterwards, because the beef was a “man thing.”

Mr. Tanongsak said he has encountered the men before, and there is animosity between them. “I thought they have been pissed off at me from a long time ago, because I always talked loudly,” he said. As they were fighting at the Bali Hai pier, “they locked my neck and I felt like I nearly died, and then I had to protect myself, that’s it,” Mr. Tanongsak said.

The deputy mayor told the men that Mr. Komsan Ekachai, the governor of Chonburi, had commanded him to investigate them strictly, and if it was discovered the two municipal officers had committed violations, they would be punished according to established procedures. It was estimated that it would take about 15 days for officials to get all the facts and decide on the punishment.
