ATTEMPTED RAPE BY SECURITY GUARD IN PATTAYA CITY HALL

A young woman, who is a service worker, reported to the police that a security guard at Pattaya City Hall had attempted force himself on her, in a toilet, in the middle of the night.

On 5 December 2007, at 1:30am, Pattaya Investigator, Police Lieutenant Colonel Weerawut Meelai was notified, by Pattaya Municipal Police that a security guard at Pattaya City Hall had, allegedly, molested a woman in the ladies’ room in Building B. The accused miscreant had been detained and police rushed to the scene to investigate.
Police met Miss Jiraporn Tansutr, nickname “Bum” (19), from Pitsauloke Province, a service girl on the beach, in the basement room of Building B, which is an operation office of the Municipal Police. The young woman was quite agitated and was pointing at the man she accused of attempting to rape her. The suspect was Mr. Aphichai Kuhamanee (27), from Chonburi, who works as a security guard at Pattaya City Hall. He is employed by Control Security Company.

Miss Jiraporn was at City Hall to pay a fine at the Municipal Police Office. She had been arrested for soliciting on the beach. Pattaya Tourist Police, along with municipal officers, have been watching service girls and hawkers who harass tourists along the beach. Miss Jiraporn had been arrested for loitering to sell sexual services on the beach in front of Mike Shopping Mall and was in the process of being fined at the Municipal Police Office.

Miss Jiraporn requested to use the ladies’ room which was on the ground floor, near the elevator. She claimed that Mr. Aphichai, the security guard, forced her to take off her pants and attempted to rape her. However, Miss Jiraporn fought him off and managed to escape.

Mr. Aphichai vehemently denied any wrong going. He claimed that he was checking the building and was concerned that someone might come up and hide on the upper floor of the building. He discovered that the ladies’ room was locked. As he found this suspicious, he opened the door to check what was going on and discovered that Miss Jiraporn was using the facilities. All of a sudden, the woman started screaming, even though he hadn’t done anything untoward.

However, his story started to fall apart when police officers checked the CCTV, near the lift, and observed that Mr. Aphichai had walked into the women’s toilet and ran out, startled. The CCTV recording was only of a few seconds duration. Miss Jirraporn said that she only wanted Mr. Aphichai to confess to his unseemly deed and resign from his security guard position. Mr. Apichia declined to confess and still denied wrongdoing. Police detained Mr. Aphichai at the police station to investigate, further, and get to the truth of what actually happened.

At the police station, Mr. Aphichai, finally, confessed to attempting to have sex with the victim, as he saw her alone in the toilet and thought he could take advantage of the situation. He said he only touched her and didn’t do anything else. When Miss Jiraporn screamed, he ran out of the toilet. After he confessed, Miss Jiraporn withdrew her complaint, but requested compensation of five thousand baht. Police made a record of the incident and will inform authorities, including the Mayor of Pattaya City.
