2 Romanians Arrested Using Fake ATM Cards

Pattaya police have arrested 2 Romanian thieves who used fake ATM cards to withdraw money all over Pattaya city. The defendants confessed that most of the victims were English.

PATTAYA – January 8, 2014 [Pattaya Daily News]; at 3.00 p.m. Pol. Maj. Gen. Katcha Thartsart (Commander of Chonburi province), Pol. Col. Suwan Cheawnawinthawat (Superintendent of Pattaya city police station), Pol. Lt. Col. Chitdecha Songhong [Inspector in the position as the head of Transnational Crime Coordination Center, Chonburi province (TCCC)] together with forces of police team made a statement about the arrest of Mr. Oleg Sveatobog, aged 32, Romanian nationality and Mr. Vasile Dodon, aged 30, Romanian nationality. They were caught using fake ATM cards withdrawing money across Pattaya city and Amphur Banglamung. They had 299 fake electronic cards which looked like credit and ATM cards), 32,000 THB, 1 notebook computer and 1 skimmer.

Pol. Maj. Gen. Katcha Thartsart revealed that due to previously the police of TCCC, Chonburi province, was notified by the bank Siam Commercial Bank (SCB bank) that there were foreigners using fake electronic cards to withdraw money from their ATM machines ( SCB bank) in Pattaya so he sent plainclothes police to watch observe the various risk points.

At 4.00 p.m. on January 7, 2014 Pol. Maj. Gen. Katcha was informed by the spy that the defendants went to withdraw money at an ATM machine and drove a motorbike and parked in Soi Welcome hotel, at Jomtien beach. The police waited for the thieves to come back to their motorbikes and arrested them. The police then searched their room and found fake ATM cards, skimmer (that was used to collect data of the ATM cards), computer and cash that they just withdrew.
From investigating 2 defendants, they confessed that they had recently installed skimmers and a mini video cameras in many ATM machines in England in order to record and collect data from victims’ ATM cards and their passwords before coming to Thailand in order to use the counterfeit ATM cards to withdraw money in Pattaya city and popular tourist attractions in Thailand. Then they would transfer the money back to their friends in the same gang in Romania.

However, initially, the police charged them with the allegations of counterfeiting fake electronic cards adding or deleting some letters or texts or modifying them with any methods in the genuine electronic cards, using or having or acquiring things by knowing that they were fake or counterfeited items then sent both of the 2 defendants to the investigation officers to prosecuted further according to the Thai law.
